However, Swansea boss Kenny Jackett has rejected the offer and is keen to keep hold of the former Swindon man.
"We've had a bid of £300,000 for Rory Fallon from Plymouth and we've turned it down," said Jackett.
"That's it really. It's not a situation I want to pursue because I don't want to lose Rory. I'm just trying to concentrate on winning promotion by working with the players we've got and adding where we need to.
"I told him there had been a bid and that I'd turned it down.
"It's a compliment for Rory that a Championship club has come in for him.
'But when I told him I'd rejected the offer, I think his exact words were: 'That's cool'."
