Dirk Kuyt scored the decisive spot-kick for The Reds after a 1-1 aggregate draw in the semi-finals.
The win provides Liverpool with a second final appearance in three seasons and defensive lynchpin Carragher was delighted with the success.
"It's an unbelievable achievement to get to two finals in three years," Carragher told Sky Sports News.
"People still say we're not a great side, but we've done something very special.
"The main thing now is to go and win it."
Daniel Agger's goal gave Liverpool a 1-0 win on the night and Carragher felt the hosts deserved to go through to the final in Athens.
He added: "I think we just edged it, but credit to Chelsea, they're a good side.
"They come on strong after the first half and in extra-time it could have gone either way.
"There were a lot of tired legs out there, but fortunately enough it's gone for us."
