Youga spent the second half of last season on loan at Bradford, where he made 11 appearances, but Scunthorpe manager Nigel Adkins has acted to bring the 21-year-old to Glanford Park for the start of the next campaign.
The full-back has agreed an initial six-month deal at Scunthorpe as they look to strengthen their squad for the new season in the Championship after winning the League One title last year.
Youga moved to Charlton from Lyon in 2005, but failed to secure first-team football at the Valley before he was loaned out to Bristol City later that year.
