Gary Megson was left angered by the penalty award as Bolton were knocked out of the Carling Cup by Manchester City.
Elano's 86th minute spot-kick, after Lubomir Michalik was adjudged to have handled in the Bolton box, sealed City's passage into the quarter-finals.
Megson was not convinced by Howard Webb's decision, and does not believe the referee was either as he had to consult with his assistant.
Bolton still almost forced extra-time, with El Hadji Diouf hitting the bar from a free-kick, but Webb's controversial late decision cost them dear.
Nonsensical
"You have got to be 100 per cent certain if you are going to give a penalty at that stage of the game. I cannot see how he could even be 50 per cent sure," Megson said.
"It was not clear-cut. It was a bit of a nonsensical decision in such an important game.
"The lad cannot get out of the way even if he tried and it has obviously cost us dearly. But the players deserve great credit for keeping going."
