Billy Stark marked his first game as Scotland Under 21 boss with a 2-1 defeat against Portugal, who now progress to the final of the Vale do Tejo mini-tournament.
Scotland, who finished the contest with ten men, will now play Ukraine in a third/fourth-place play-off.
Stark's side went behind to the tournament hosts in the 33rd minute when SD Fatima striker Saleiro was cool in his conversion of Antunes' cross beyond Jamie McDonald in the Scotland goal.
Scotland were always in the game until the 66th minute, when Internazionale's Pele ended their resolve when his superb 25-yard drive gave McDonald not a prayer.
Kilmarnock's Jamie Hamill was dismissed in the 76th minute, for a second yellow-card offence and there was no way back for Stark's charges.
With eight minutes remaining Rocco Quinn got the better of Fulham reserve 'keeper Ricardo Batista, to set up a tense finish that saw Scotland go close to finding a leveller.
