Start have received an offer from a Ligue 1 club for Anthony Annan, while Borussia Dortmund are also understood to be interested in the Ghana international.
The 21-year-old made four appearances for Ghana at the Africa Cup of Nations and his impressive performances have seen him linked with a number of sides across Europe.
Chelsea are believed to be monitoring the youngster on the recommendation of Michael Essien.
Annan is currently with Norwegian club Start and they have confirmed that a bid has been lodged by one French club.
"The offer is lower than what we feel Anthony is worth," stated spokesman Svein Mathisen to Fadrelandsvennen.
"It's possible that we might sell whilst he is hot, but at the same time we can't sell before the transfer window opens this summer."
Increased value
Start director Jan Oddvar Skisland added: "We feel that Anthony has increased his value substantially with his displays at the African Cup of Nations and will demand more than we would have done a couple of weeks ago."
Ligue 1 clubs Valenciennes and Caen are both rumoured to be keen on Annan, but they are likely to face competition from Borussia Dortmund.
Borussia assistant coach Ralf Zumdick travelled to Ghana to watch their Africa Cup of Nations quarter-final against Nigeria.
However, general manager Michael Zorc has refused to confirm that Dortmund are lining up a move for Annan.
Asked about Dortmund's interest, Zorc replied: "We know this player."
