New Spain coach Vicente del Bosque has offered Raul hope of an international recall.
Raul is Spain's all-time leading goalscorer but he has not played for his country since September 2006 and was omitted from the squad for Euro 2008.
Spain triumphed in Austria and Switzerland but Luis Aragaones has since stepped down to be replaced by Del Bosque.
The former Real Madrid boss insists he has not closed the door on Raul and will bring him back if his performances at club level are good enough
"I don't see Raul as a problem. He isn't one of my proteges nor is he plague-ridden," said Del Bosque.
"He could perfectly be called up. If he deserves it, he will be."
Del Bosque's first game in charge will be a friendly against Denmark on 20th August, followed by World Cup qualifiers against Bosnia and Estonia in September.
He added: "We can aspire to be world champions, we have a generation of winners."
