Wiggins is highly regarded at Palace after coming through the ranks at Selhurst Park and he is a regular in the Wales Under 21 side.
Injuries have prevented him from establishing himself in the Palace side, but he impressed for Wales in their European Under 21 play-off final with England last season.
Palace are thought to be willing to loan out Wiggins so that he can get some regular action under his belt and the news has alerted a number of clubs.
Norwich are thought to be in the market for a new left-back and they could make a move to bring Wiggins to Carrow Road.
