Vladimir Romanov insists manager Csaba Laszlo is to blame for Hearts' lack of transfer activity.
The Jambos boss has vented his frustration this summer at the club's refusal to bolster his attacking options.
However, Romanov claims Laszlo is the one responsible for the lack of fresh faces.
He says the wish list handed to him by the coach lacked the quality he feels Hearts should be looking to bring in.
"It's not the funds which are the problem," said Lithuania-based Romanov.
"If the Hearts management team suggested not one but two really good forwards, capable to add strength to our attack, I would buy both immediately.
"But none of about 10 candidates we considered was suitable for Hearts."
Prospects
Romanov's comments are likely to pile more pressure on Laszlo, who already appears to be feeling the strain after just over 12 months in Scotland.
He saw his side crash out of the Europa League on Thursday, at the hands of Dinamo Zagreb, and hinted afterwards that he may not be around for too much longer.
Romanov insists he has no immediate plans to part with his manager, but admits he would like to see Laszlo start to phase Hearts' crop of talented youngsters into the first-team fold.
He said: "It's very important not to keep the young talents in the reserves for too long.
"I say to Laszlo that the chase for immediate results with the emphasis on experienced footballers is no good.
"We should introduce the youths into the main team on a permanent basis. If we don't do that, the club's prospects in the table will not be so bright."
