Scottish Football Association officials have been in talks at Hampden Park on Monday to discuss his future with an imminent announcement expected following a board meeting.
SFA chief executive Gordon Smith and president George Peat initially handed Burley a stay of execution despite a miserable World Cup qualifying campaign.
Scotland failed to even qualify for the play-offs as they finished third in Group 9 behind Holland and Norway, with just three victories from their eight games.
Many expected the former Ipswich, Derby, Southampton and Hearts boss to immediately be shown the door, but he was backed to lead the Tartan Army in their attempts to reach Euro 2012.
However, further concerns were raised after recent friendly defeats at the hands of Japan and Wales and the SFA look to have decided to opt for a change of direction.
Scotland were 14th in the Fifa rankings when Burley took charge in January 2008, but they have plummeted to 46th - their lowest ranking since June 2006 - during his time at the helm.
Graeme Souness has moved swiftly to rule himself out of the running should a vacancy be created, with Craig Levein the current favourite, while Walter Smith, Jim Jefferies and Gary McAllister are also among the contenders.
