Dann has attracted the interest of a host of clubs with Birmingham resigned to losing him following their relegation to the Championship last season.
The likes of Liverpool and Arsenal have been chasing the 24-year-old all summer, while Stoke saw a move for the centre-back fall through.
Blackburn have now jumped to the head of the queue for Dann after agreeing a fee with Birmingham for the former England Under 21 international.
Rovers boss Steve Kean is determined to win the race for Dann as he sees him as an ideal replacement for Phil Jones and believes he can form a formidable defensive partnership with Chris Samba.
Kean is a big admirer of Dann having worked with the accomplished central defender during his time at Coventry as assistant manager to Chris Coleman.
