Vale boss Micky Adams is keen to bolster his squad before Thursday's loan deadline and he has lined up a move for O'Connor.
The former Liverpool youngster has found himself well down the pecking order at Portman Road this season and has not featured for Paul Jewell's side.
O'Connor, who is out of contract at the end of the season, has agreed a deal until the first week of January at Port Vale.
The Republic of Ireland international could go straight into the Vale squad for Friday's home clash with Torquay.
