UEFA president Michel Platini has defended Financial Fair Play saying it is there to help the governance of football clubs.
Manchester City and Paris St Germain were both handed large fines for breaching the new regulations but are still free to play in the Champions League.
Some leading figures in football believe the clubs should have been suspended from the tournament but Plantini has told Sky Sports News it was right not to ban them.
"It's not my decision but the decision of the two chambers. My wish is not to kill the clubs. We have fair play to help the clubs have better governance. I'm not the person who decides," he said.
"But I think it would be a big mistake if we banned the clubs because financial fair play is to help them - not to kill them."
"It's very subjective," said.Platini, when asked whether a fine was enough of deterrent.
"I can say it's not enough, you can say it's enough... other specialists will say it's not enough. The people at Manchester City are not happy, the people of PSG they are not happy, but I think that Manchester United are happy, Everton are happy...
"It's very subjective but we have to follow what were the regulations at the beginning and what was the main idea of what we had to implement - the Financial Fair Play. But I think it's a historical moment and a good moment for football."
