Paris Saint-Germain are in negotiations to sign Leandro Paredes from Zenit Saint Petersburg, Sky Sports News understands.
The Ligue 1 champions have made a bid in the region of £31m for the midfielder, according to Sky in Italy.
The Argentina international previously played for Serie A sides Chievo, Roma and Empoli before making a £24m move to Russia in July 2017.
Cagliari midfielder Nicolo Barella is also on Chelsea's shortlist as they target a move for a central midfielder, according to Sky sources.
The 21-year-old Italy international, who is under contract at the Serie A side until 2022, could cost Chelsea as much as £45m.
Elsewhere, Chelsea have agreed a deal with Juventus to sign striker Gonzalo Higuain on loan until the end of the season, according to Sky in Italy.
