A fee in the region of £2.5 million was agreed between the two clubs earlier this week and the Republic of Ireland international travelled to Selhurst Park for talks with Dons boss Terry Burton.
But, after returning to Merseyside, the 20-year-old player and his representatives stated that financial problems at the Everton end had held up any deal
Blues boss Walter Smith, speaking on the club website, said: " It looks as though those discussions have fallen through as the player and his representatives failed to reach agreement with Wimbledon.
"From our point of view, the transfer is now dead and Richard is back with us training," added Smith.
Dunne, who had serious disciplinary problems last season, receiving three red cards, will find it increasingly difficult to make the Blues` starting line-up after the signing of right back Steve Watson during the summer.
