Why Luton OR Swindon?
Swindon have been charged over fielding two ineligible players in their last-16 win over Luton, and could be thrown out of the competition altogether.
The Robins started Ollie Clarke, who should have been serving the fifth of a seven-game suspension after he was found to have committed "highly violating" foul play on two opponents' "private body parts" against Cardiff in August.
They also brought on forward Aaron Drinan at half-time, despite the 27-year-old's name being absent from the team sheet submitted to match officials ahead of kick-off.
Swindon have denied that Clarke's suspension included Tuesday's match and have insisted the "appropriate protocols" were followed regarding his inclusion in their starting line-up, but admitted a "clerical error" had led to Drinan's omission from their team sheet.
In a statement, the EFL said: "As the sanction could include Swindon Town's removal from this season's Vertu Trophy and the reinstatement of Luton Town, the quarter-final draw on January 17 will include both clubs while proceedings are ongoing."
