The 25-year-old is available on a free transfer after being released by the Scottish giants prior to Thursday's transfer deadline.
Malcolm had not figured for The Gers since Paul Le Guen's appointment as manager and he was axed, along with Marvin Andrews, Olivier Bernard and Jose Karl Pierre-Fanfan, last week.
He had been linked with a switch to Millwall, but the versatile Malcolm now looks to be joining Championship club Derby.
Rams boss Billy Davies had denied an interest in the player in mid-August, but the deal is due to be completed on Tuesday afternoon.
Malcolm, who can also play in midfield, made 115 appearances during his Ibrox career, but is now set to continue his career in England.
