The 38-year-old has now dropped down to League One and is confident he can make an impact at Kenilworth Road.
"I haven't arrived just to make the numbers up," Furlong told the club's official website.
"I want to be part of things and try to get promotion.
"I can tell, having spoken to Kevin Blackwell, that despite the club being relegated last season, the ambition is very high.
"I feel there will be interesting times here at Luton next season. I still have a lot to offer and I believe I can do a job for the club next season."
In the Championship last season, Furlong made 22 appearances, scoring twice, including a last-minute winner against Luton at Loftus Road in April.
