Blackpool remain confident that a deal can be concluded for the permanent transfer of Livingston midfielder Wes Hoolahan.
The 25-year-old has faced a summer of uncertainty after the Scottish side refused to process a transfer, claiming incorrect loan payments had been made.
The dispute has since been handed to Fifa to conclude, but Blackpool chairman Karl Oyston has not lost hope that the Hoolahan deal can be concluded before his side's Championship curtain-raiser against Leicester.
"The blame for this situation lies very squarely with Livingston," he told the Blackpool Gazette.
"They have reneged on a deal that they were more than happy to enter into ahead of the last season.
"They couldn't wait to get Wes off their wage bill and ship him off to us.
"We were expecting an answer from Fifa before the weekend and we have requested permission to play Wes this weekend from the English FA, who still hold his transfer certificate."
Should the dispute is concluded, Hoolahan will make the switch to Bloomfield Road for a £75,000 fee.
