Manager Graham Turner has released goalkeeper Michael Ingham and defender John McCombe following Hereford's promotion.
The Bulls have allowed the pair to leave, with Ingham joining York, but have offered goalkeeper Wayne Brown, defender Richard Rose and midfielder Sam Gwynne new deals, while midfielder Luke Webb is to remain at Edgar Street as he continues his recovery from a hip injury.
"Mike Ingham wanted first-team football and felt he wanted to move on so we just mutually agreed a parting of the ways and I wish him well at York," Turner told the club's official website.
"I've seen Wayne Brown, Richard Rose and Sam Gwynne, I've made them offers. Luke Webb will continue until after he has fully recovered from his hip operation. John McCombe, I've not offered a new contract to and I've thanked him for his services."
Talks
The League Two Manager of the Year also revealed he is in talks with two players as he hopes to strengthen his squad in preparation for life in League One, but insists the club will continue to work within their means.
"We are in the process of talking to two players from other clubs and their agents but whatever else happens we will not jeopardise the long-term future of the club for some instant results and if we miss on one or two players then so be it," he added.
