Juande Ramos made a move for Cesar after pulling out of a deal to sign Stephen Bywater from Derby.
Zaragoza have allowed Cesar to leave following their relegation from La Liga last term.
Cesar is expected to be understudy for Heurelho Gomes at White Hart Lane next season.
Sanchez, who earned a Spanish cap earlier in his career, played in the Champions League final for Real Madrid against Bayer Leverkusen in 2002.
