The EFL has written to FIFA to ask if the rules can be changed to allow its clubs to sign players on loan outside of the transfer windows.
The rules were changed in June 2017, meaning EFL clubs currently can only sign players from other clubs - either on loan or permanently - in the summer or January transfer windows.
However, the EFL wants to go back to the previous system which allowed clubs to make emergency loan signings of up to 93 days outside of designated windows.
The EFL wrote to Victor Montagliani, a FIFA vice-president who is also chair of the football stakeholders committee - a body that has a large influence on FIFA's transfer policy.
The committee has made a number of proposals to reform transfers, including altering the loan system so as it is used "for the purpose of youth development as opposed to commercial exploitation".
While the football stakeholders committee wants to allow loan moves outside of windows, its proposals would only apply to players eligible for the national team in their playing country who are under 23.
