The Austrian left-winger is out of contract at the end of the season but Jam Tarts boss Jim Jefferies is confident a package can be put together to keep the popular player at Tynecastle.
"I want Thomas to stay with us and everything is more or less agreed even if it all needs rubber-stamping," Jefferies said.
Flogel, 28, who joined Hearts on a free transfer in the summer of 1997, will return to Scotland soon after spending the Christmas break in his native Vienna.
