Nottingham Forest owner Fawaz Al-Hasawi has confirmed Lica has joined from Porto on a two-year deal.
The arrival comes as the club also announced 19-year-old striker Tyler Walker has joined Stevenage on loan until the end of the season.
Lica has spent the last two seasons away from Porto on loan, having spent the 2014-15 season with Spanish side Rayo Vallecano, before heading to fellow Portuguese outfit Vitoria Guimaraes in the last campaign - where he scored five league goals.
The 27-year-old winger has made one senior appearance for Portugal and Forest owner Al-Hasawi welcomed his arrival on social media on Wednesday.
Lica will help fill the void left by wide player Oliver Burke, who joined RB Leipzig for a fee understood to be £13m.
